How can I put a comment to the target in the fields instead of only one comment possibility?

To answer your question, we only have the ability to add comments in this section right now and not within the target. This is mentioned in our helpcenter article on Manage goals and subgoals in the Performance & Development area whereby goals can only be entered in the specified area.
I could not find any other users who have requested this yet within our Ideation Area, so could I kindly ask you to post this feedback in there. This will give visibility of this possible product improvement to the Product Team.

There is below the page space to add the comment, but I would like to do the comments per target.
