Thank you for reaching out to the community with your question! In this article you will find Best practices for Performance management.
Performance & Development > Settings > Form templates > Create new Form. Here you can create the form with the Objectives.
Afterwards go to Performance & Development > Cycles > Create new Cycle. Here you can create a new Cycle and add the form your have created previously.
