In order to be able to publish you will need to assign the job to an office, you can do this by going to Settings > Recruiting > Jobs > look here for the relevant job > Edit > Job details > Main location:
You can open a support ticket by going to Browse for help:
Here you will find more information regarding: Help & Feedback and Create new jobs.
