It is not currently possible to create a workflow based around the remaining annual leave balance to achieve the above.
The only suggestion I would have is to support with the above is that you can schedule a generic email going to all staff on a frequent basis to remind them how much they should have used by specific points in the year. Which can be achieved through the automations function.
We have used PowerBI API’d into Personio to automatically send emails on a quarterly basis to those who have not reached the ideal % of annual leave used by that point and CC their supervisor.
