Is it possible to include employee tel nos in Personal Data in such a way that just their telephone number, but not all their other data, can be viewed by all staff? We are trying to make telephone numbers visible for use in the case of emergency, e.g. data breach etc.

So you wouldn’t be able to have 1 attribute in the section visible without making them all visible as visibility is based on section not attribute.
Perhaps consider making a ‘work contact details’ section where people can add their work phone number if they have one.
I wouldn’t recommend putting their personal number in protected by GDPR and you would therefore need the employees consent to make it public to the entire company.
