I would like to know how to make it possible that the upward review is not necessarily visible to the supervisor, only if the employee has decided to make it visible to them (during a Review Cycle). I believe it currently constrains a lot employees from being honest in their review without feeling that a negative review may come against them.

Within the Review cycle in Personio, it would not be possible to make a Feedback not visible to the Supervisor. As you can see from my screenshot, the option will always be greyed out.
Also, by default any Feedback/Reviews will show who submitted them and so it would not be possible to send anonymous Feedback.
I would like to encourage you to post this suggestion of improvement in our ideation area. This way, other users will be able to vote for it, and the suggestion will be shared with our product team.
