When I want to do an action for a candidates´ selection, choosing all only means all included in the current page. If you have more candidates selected along several pages, you will need to replicate the same action for each page.
I think page´s selection is a good idea but it will be very helpful to have the possibility of a real ALL selection for a concrete candidate´s discrimination: inside a phase with a concrete tag, etc.

it is already possible to expand the application list up to 500 applications in the selected filter-view by selecting the amount of applications in the lower right corner of the list:
By clicking the checkbox in the header of the list, you will then be able to select all at once and apply an action to the whole list:
Does this already help here, or is 500 too low for your amount of applications?
