Would anyone know what settings a hiring manager would need to be able to create an application?

Thank you for reaching out to the community with your question! 
These are the steps to follow to give the Hiring Manager access rights to create an application. With these settings you are giving your Hiring Manager the full access to the Recruiting section. 

Settings > People > Employee Roles > Choose relevant Employee Role (in which that employee is part of) > Access rights > Recruiting > Edit.

I was hoping there was a way to do this that wouldn’t also give the hiring manager the ability to publish / unpublish / promote a role but I’m not sure that possible.

Thank you for your message. In order to create a new Position, unfortunately it’s only possible by giving full access to the Recruiting section.
