Is there any way for external collaborators not to be counted in the headcount that appears on the admin dashboard and in the reports?
We work with some collaborators who have access to Personio to do some tasks but they are NOT employees and they always appear as such even though their profile specifies that they are external collaborators and have a limited role permission. As they are counted as employees the data in the reports are not accurate.

We also have External employees, we use filters to extract them from our custom reports.
As for your System reports, they exclude External employees (see screenshots).
However, you are right, for the number of active employees showed in the homepage, you cannot have it custom with your filters. It will show the number of users you have in Personio rather than your headcount.

Indeed, there is no other solution for the Dashboard. We have received already an idea in ideation to exclude externals or at least give the option:
