I would like to add the comment section field when employees request their absences. For example, if they request Educational leave, I want them to specify what training they take.
Should I create a new Absence Policy or I can add this comment section to the existing one?

Hello,
My understanding is that all absence types have a comment section, however it is optional and isn’t possible to make it mandatory to add a comment.
To get around this, you could add an automation workflow for the absence type, either emailing them with a form to give details or asking them to ensure the comment box is updated with the required information.

As @People Person and @Moe confirmed, when requesting an absence, people can optionally add a comment for any additional details:
As @People Person suggested, as the comment section is not mandatory, if you would like more information about requests for certain absence requests, you can create a custom workflow.
To do so, go to Automations > Create workflow > Start from scratch:
Select the Event in Personio as a trigger for the workflow, then select An absence is requested.
In the following step, you can put a specific absence type as main condition to trigger the workflow:
Finally, you can select one of the following options, to decide the following actions according to your needs:
Request an approval: to request confirmation from a specific person or role
Send an email: to send an email to a specific person or role about this absence request
Send a notification: to send an update about this workflow
Assign a task: to assign a task to a specific person or role related to this absence request
Once you’re happy with the settings, click Save and activate.
