Happy new year and welcome to the community !
To create an hour accrual policy, you first need to create an absence type that is in hour.
I can see from your screenshot that the absence type you’re trying to give an accrual to is configured in days.
Try to create a new absence type and then create an accrual policy. You will see that the new rule will be in hours.
