Hi there, 

How can I give someone the Timeline View of employees?

Hi @Volvic,
I am happy to support you with your inquiry! 😃

The Timeline view is only accessible to employees who have Administrator rights or Edit rights to All Public profiles. You have to navigate to Settings > People > Employee Roles > Access Rights > Personal data > Public profile.
