Im trying to set up a compensation change process, where managers can propose a change to their subordinates salary. However im facing an issue here, cause the propose -part is not available. Im new to the system, and not aware if there could be a setting somewhere blocking this

Hello :)
It looks like the section you are looking to give them access to change is the Salary tab on their profile. You wouldn’t be able to propose changes in the salary tab due to it not being an attribute and being linked to the payroll reporting.
Do you have attributes in the personal profile which gives their salary?
If so, you will want to edit the access rights to that section within the Personal Data section of the role access rights

Thanks for the reply. All of our salary attributes are in the salary tab. I guess youre implying that a workaround for this would be to create such elements to personal data? If so, i think that bit too inconvenient. But thanks any way :)
