If you would like for employees to be able to sign up for a training you will have to enable: Allow employees to sign up.

You can do this by going to Training > Course catalogue > click on relevant training > Go the session page > Allow employees to sign up:
 

In the onboarding step you can describe the steps to follow for them to sign up for a certain training.

For example: Go to Training > Click on relevant training > Sign up.
